SUMMARYUnder the general supervision of the Executive Director,
Illinois Alliance of Boys & Girls Clubs (ILBGC), the Alliance
Manager of Partnerships serves as a thought partner to Alliance
leaders, and is responsible for administering inter-departmental
and cross-departmental monitoring and oversight of Illinois
Alliance of Boys & Girls Clubs Fund Development, DOJ accreditation
and program development. This role also focuses on elevating the
Alliance C3 funding through corporate partnerships and other
creative grant opportunities and programs in alignment with BGCA's
Operations Impact and Future Ready campaign.Works with the Alliance
Sr. Manager of Finance, Compliance and Performance to ensure funded
grant initiatives are in full compliance and optimal performance in
accordance with the provisions of any State or Federal Grants
Management Policies & Procedures, Administrative Requirements, Cost
Principles, and Audit Requirements, and other appropriate state or
federal agency financial guides and associated instruments. Primary
outputs and outcomes are to ensure that local Boys & Girls Club
organizations, vendors and contractors effectively and proactively
comply with all appropriate guidelines, statutes, laws, and
standards related to the administration and management of public
and private funds entrusted to the ILBGC or its C-3 Boys & Girls
Clubs of IL Inc. (BGCIL) as well as helping to ensure optimal
impact and programmatic return on those
funds.ResponsibilitiesESSENTIAL FUNCTIONS
- Responsible for bringing in new funding sources from state
agencies, as well as private and corporate sources and any other
grant avenues that are not currently flowing through the
Alliance.
- Position Illinois Alliance and the 22 Statewide Clubs as
premier youth serving agency among Illinois government
leaders.
- Provide comprehensive cross-functional federal and state grants
management and support of new state and federal funding awarded to
the ILBGC and/or BGCIL and its sub-recipients.
- Regularly communicate and liaison with DOJ (Department of
Justice, IDHS Office of Welcoming Centers for Refugee and Immigrant
Services).
- Co-Manage Alliance C3 administrative budget and regularly
coordinate with the Sr. Manager of Finance, Grants Compliance and
Performance and the Executive Director to ensure accuracy and
compliance.
- Work with Sr. Manager of Finance, Grant Compliance and
Performance to develop systems to monitor, track and report related
grants fund management and audit recommendations.
- Provide appropriate and effective technical assistance,
educational support, information sharing and related communications
to local Club staff, vendors and other stakeholders involved with
funds awarded to BGCA.
- Create an Illinois Alliance Immigration Legal Department
Welcoming Centers that serve immigrants and refugees throughout our
22 Statewide Clubs.
- Apply to the U.S. Department of Justice (DOJ) and the Executive
Office for Immigration Review (EOIR) and position the Alliance to
be granted accreditation as a G28.
- Set up an Alliance's DOJ Legal Program and enable Boys & Girls
Clubs in Illinois to provide free or low-cost legal representation
through accredited representatives who appear on behalf of clients
before the Department of Homeland Security and EOIR.
- Maintain comprehensive up-to-date notes of client contact,
indicating date, subject matter, and resolution in the client file,
per WID's Immigration Legal Services Program procedures, and notify
client of all activity regarding their case in a timely
manner.
- Accompany the Executive Director in traveling the 120 Counties
and 22 plus Clubs Statewide to elevate the Illinois Alliance's
State and National recognition in promoting our programs and
benefiting the community.
- Work with the Alliance's Marketing and Communications Lead to
engage in aggressive social media campaigns, PSA videos, state and
national radio and even podcast opportunities to elevate the
Alliance's profile and National Recognition.
- Collaborate with IL Alliance Director to submit grant
applications, renewal applications, and progress reports in the
applicable agency portal; and develop/maintain departmental
Standard Operating Procedures documents for compliant
administration of all funding awarded to the ILBGC and/or
BGCIL.
- Manage/oversee reporting portal/workbooks
creation/implementation; and gather data for monthly, quarterly and
annual sub-recipients and Board reports.
- Participate in meetings hosted by any funding agencies to stay
abreast of financial, programmatic requirements or changes that may
impact the funding.
- Ensure, lead, and/or participate in the conduct of other
meetings and/or conferences, as appropriate, to coordinate details
and strategy related to funded projects and activities.
- Support Executive Director, Illinois Alliance with board
meetings, committee meetings and Alliance Annual Meeting.
- Assist with other related duties and projects as assigned by
Director of the Illinois Alliance of Boys & Girls Clubs.

in BGCA's Employee Handbook.QualificationsEDUCATION &
EXPERIENCEBachelor's degree, or education/experience equivalency,
preferably with some emphasis in accounting, business
administration, public administration, public policy. Minimum three
years working with community based organizations and/or state
government with relevant experience to the position
description.SKILLS
- Expert knowledge of and experience with cloud-based servers and
Microsoft Office is ideal (Word, Excel, Outlook and
PowerPoint).
- Strong data-entry skills; highly organized and detail
oriented.
- Enjoy working independently and as part of a team.
- Ability to comprehend and apply complex federal government
regulations and guidelines to varying circumstances and
situations.
- Demonstrated high standards of ethics and integrity.

- Physical requirements include ability to sit for six to eight
hours a day.
