Job Description:
Job Description The Ethics Program Manager will serve as the
deputy of the Ethics and Business Conduct function at the
Electronic Systems Sector, will act in the director's absence, and
will interact with employees of all levels within the sector.The
manager will support the director in the function's two primary
objectives: a) to prevent and detect misconduct; and b) to promote
an organizational culture that encourages ethical conduct and a
commitment to compliance with the law. With appropriate overlap,
the manager will undertake those ethics function activities related
to "detection," while the director will undertake those functional
activities related to "prevention."The manager's primary role is to
seek out, accumulate and evaluate quantitative and qualitative data
about the Electronic Systems sector. To this end, the manager:
- Collects this data by engaging actively and sensitively with
employees who contact the ethics office and conducting timely
investigations of misconduct.
- Provides direction, support and guidance for investigations
conducted by the local ethics officer network.
- Develop insights informed by an ordered process of managing the
ethics database and mining this information along with other
sources of information.
- Proposes organizational change strategies and tactics (to
include communications and training) targeted to minimize the
likelihood of specific behaviors and reduce ethics risks.
- Devises and undertakes a strategy to increase, document and
track employee utilization of all ethics resources (the ethics
website, the ethics helpline, ethics training, and the local ethics
officers, for example), and
- Increases the rate at which employees come forward to seek
advice on policies (primarily our Code of Conduct, the Gift and
Hospitality policy, the Conflict-of-Interest policy), and speak up
about concerns.Required Education, Experience, & Skills As the
deputy of a function that is oriented entirely around people and
human behavior, the successful candidate must have superior people
skills (active listening, empathy, emotional intelligence,
facilitation, coaching, etc.). The candidate must have a track
record of good judgement under pressure, conveying a confident
humility, demonstrating the capacity to serve as a tactful, calming
source of competence in emotionally charged situations. The
candidate must demonstrate a track record and an inclination to
partner and collaborate with other functional areas.The candidate
must demonstrate skills and characteristics corresponding with
those of an investigator: curiosity, objectivity, problem-solving,
research, interviewing, critical thinking, and courage.The
candidate must be driven to succeed in the ethics and compliance
field. Supporting this drive, the candidate must be able to
demonstrate an appreciation for process over outcome and have a
professional history and interest in improving organizational
processes. The candidate must have an interest in and capacity for
solid, consistent, personal organization, along with the ability to
manage multiple unrelated projects simultaneously.The candidate
must have the ability to document, manage and evaluate many sources
of qualitative and quantitative data available to or created by the
ethics office, and help provide credible, thoughtful analysis of
risk, mitigation of specific issues, and strategies for
organizational change. The candidate should be able to demonstrate
a work or educational history of performing this skill.General

- Bachelor's degree and 8+ years of related experiencePreferred
Education, Experience, & Skills The ideal candidate will have:
- a background in organizational ethics that has emphasized
organizational development, change management, employee engagement,
developing workplace culture, etc.
- a track record managing and administrating corporate
policies
- a working understanding of the Federal Sentencing Guidelines
for Organizations
- experience employing the principles of root cause analysis in
investigations
- experience and competence in corporate training and
communicationsPay InformationFull-Time Salary Range: $113080 -
$192280Please note: This range is based on our market pay
structures. However, individual salaries are determined by a
variety of factors including, but not limited to: business
considerations, local market conditions, and internal equity, as
well as candidate qualifications, such as skills, education, and
