Construction Coordinator IV (250000GM)Agency OverviewThe Division
of Capital Asset Management and Maintenance (DCAMM), which oversees
over $2 billion in capital programs and projects, is responsible
for capital planning, project delivery, property management, and
real estate services for the Commonwealth. We are stewards of the
Commonwealth's assets, which include 61 million square feet of
state buildings.DCAMM is a central agency in implementing several
key policy priorities of the Healey-Driscoll Administration,
including promoting decarbonization and climate resilience in all
state facilities, identifying and facilitating opportunities to
repurpose underutilized state property for housing production, and
increasing the participation of underrepresented groups in public
construction contracting and in the public construction
workforce.Position SummaryThe Construction Coordinator IV (CC IV)
is a Project Coordinator within DCAMM's Office of Facility
Management and Decarbonization and manages projects for statewide
facilities across regions. The Project Coordinator is charged with
the oversight and development of construction, repair and
renovation projects for various Commonwealth Agencies with primary
focus on project management, including, but not limited to,
oversight, quality control, documentation, monitoring costs,
adherence to DPS regulations and contract closeout.General
Statement of Duties and Responsibilities
- Review schematic design documents for compliance with sound
engineering principles. Ensure designer adheres to the program and
that facility needs are met. Review and approve plans and
specifications to ensure timely completion of detailed,
comprehensive construction documents. Establish project
budget.
- Manage the full project team including the Designers,
Contractors and User Agency client to ensure projects satisfy
certified study goals, advance within established budgets and
schedules, and are developed within the quality standards
established by DCAMM as documented in the approved plans and
specifications.
- Assemble the bid packages, including all necessary contract
terms and conditions, to ensure the public bidding process is
accurate, complete and in accordance with applicable laws. Review
bids and recommend award of contracts to the most qualified
candidate.
- Review project budget estimates (study through project
closeout) for accuracy and feasibility. Supervise assigned projects
within approved Total Project Costs (TPC). Monitor budgets,
determine and execute budgetary changes that are internal to
project.
- Review designs and confer with designers, from the initial
designs through final plans; provide input based on knowledge and
experience to ensure User Agency interest are met, and to
contribute to an accurate, complete, well-planned design in
accordance with construction codes and standards and procurement
laws.
- Work collaboratively with all project stakeholders, overseeing
all aspects of the project to ensure quality in the design process,
project documentation and construction execution.
- Resolve problems and disputes quickly and effectively and
document as appropriate; ensure compliance with contract documents
with all parties.
- Monitor project schedule and budget for compliance and make
modifications as required.
- Maintain accurate project records by updating milestones and
budget information and regularly report on project progress.
Utilize project management software and databases to maintain
accurate projects records; prepare monthly status reports for
Agency authorities to keep Agency leaders informed and updated
regarding project progress and budget.
- Review all project schedules submitted by the designer during
study, schematic, design development and construction document
phases. Ensure schedules are accurate and feasible by adjusting
submissions where warranted.
- Review and approve/disapprove designer submissions for payment.
Hold designer accountable to contractual requirements and
established schedules. Handle designer performance problems to
resolve issues prior to impacting project schedules and costs.
- Review and approve/disapprove payment requisitions. Hold
Construction Team accountable to contract documents and established
schedules. Negotiate and approve change orders.
- Mediate and resolve disputes among parties involved in the
design or construction of projects to protect the User Agency's
interests, avoid unnecessary costs, delays and litigation and
determine if escalation is necessary for unresolved disputes.
- Job-Order-Contract (JOC) oversight for scope, design, quotes,
and construction implementation for all regions in the
Commonwealth. Projects include scheduled and emergency repairs to
all DCAMM managed buildings.
- Perform related duties as required.Preferred Qualifications
- Ability to work with considerable independence and
autonomy.
- Knowledge of terminology, symbols, codes and standard
abbreviations used on maps, design and construction documents
pertinent to facility construction.
- Knowledge of safety practices and procedures followed on
facility construction projects.
- Knowledge of inspection techniques used on facility
construction projects.
- Knowledge of the methods of technical report writing and
ability to prepare technical reports.
- Ability to understand and apply the laws, rules, regulations,
policies, procedures, standards, guidelines and specifications
governing assigned unit activities.
- Ability to read and interpret documents such as plans,
specifications and BIM models.
- Ability to exercise collaborative leadership in group
situations.
- Ability to accomplish work objectives where few precedents or
guidelines are available.First consideration will be given to those

(A) at least ten (10) years of full-time or equivalent part-time
experience in trades, construction, construction management,
inspection and/or alteration of building construction projects, of
which (B) at least three (3) years must have been in a supervisory
or leadership capacity; or (C) any equivalent combination of the
required experience and the substitutions below.Incumbents are
required to have a current and valid Motor Vehicle Driver's License
at a Class level specific to assignment.Substitutions:
- An Associate's degree or Technical degree in a related field
may substitute for one (1) year of the required non-supervisory
experience.
- A Bachelor's degree in a related field may substitute for four
(4) years of the required non-supervisory experience.When you
